Just a few years ago, few people in government structures had even heard of a Chief Digital Transformation Officer (CDTO). Today, this is one of the key positions in public authorities, local governments, and state-owned enterprises. Why is this role becoming increasingly in demand? Who are CDTOs?

CDTOs — Chief Digital Transformation Officers — are leaders responsible for implementing technological solutions, automating processes, digitizing services, and improving citizens' access to government services. Their main mission is to make the state more convenient and efficient for people through modern technologies.

Unlike IT directors, who focus on technical aspects (servers, networks, security), CDTOs concentrate on strategic changes related to digital services and platforms. A CDTO must think holistically, possess change management skills, and operate at the intersection of public administration, technology, and citizen needs.

Why CDTOs Are Becoming Essential in the Public Sector

Citizens expect public services to be as simple and user-friendly as those offered by banks or online retailers. CDTOs are responsible for making services — like obtaining certificates or applying for assistance — accessible in just a few clicks, instead of requiring hours in queues with stacks of paperwork.

Implementing digital registries, automated document management systems, and e-governance requires competent leadership. CDTOs ensure these processes are systematic and effective.

  • Lack of funding – Investments in digital solutions are often deprioritized in favor of traditional expenditures.

  • Shortage of qualified talent – The public sector struggles to compete with the private sector in attracting IT specialists.

How to Prepare for the Role of CDTO?

Since CDTOs are change leaders, success in this role requires:

  • Knowledge or experience in public administration – Understanding legal processes and government policy.

  • Digital competencies – Familiarity with tech trends, big data, and process automation.

  • Leadership skills – Ability to manage teams, motivate people, and communicate the value of digital change.

  • Flexibility and creativity – Adaptability to new challenges and the ability to find unconventional solutions.

What Education Should a CDTO Have?

To work effectively, a CDTO must combine managerial skills, expertise in digital technologies, and experience in driving change. Candidates are usually expected to understand digital transformation, cybersecurity, data management, and possess strategic and leadership capabilities.

However, there is no separate specialty for CDTOs at traditional universities. Therefore, specialized training is offered through educational projects like ours. This training helps future CDTOs acquire the necessary competencies and management skills, including artificial intelligence and leadership courses that teach them to use modern digitalization tools.

The role of CDTOs in government agencies is becoming increasingly important as digital transformation changes governance approaches, affects public service quality, and increases state efficiency.
